Since the initiation of reform and opening up, Shantou has formed a three-dimensional modern network of transportation and communication, including marine, land and aviation, in which seaport and airport are the center while high-class highways, railways and modernized telecommunication facilities are the framework.
Sea Transportation
Shantou harbor, a national first-class port, is among the twenty pivotal ports of China. There are 31 berths of above 5,000 tons, among which there are 13 above 10,000 tons. Its total annual handling capacity reaches 24.7 million tons of cargoes or 580,000 full containers. It maintains cargo network with more than 210 ports of over 40 countries and regions, as well as the main ports of China. Scheduled line of cargo ships between Shantou and Hong Kong, Japan, Korea, Thailand has been explored. There are also international shipping agencies providing cargo transits services in Shantou.
Land Transportation
Land transportation is rapidly developing in Shantou. Guangzhou-Meizhou-Shantou Railway and Beijing-Kowloon Railway link the city with the national railway network. The No. 324 and No.206 State Highways run through Shantou and stretch to various parts of China. The Shenzhen-Shantou Expressway and Shantou-Xiamen Expressway join up three special economic zones-Shantou, Shenzhen and Xiamen and form the important integral part of the expressway trunk line of the southeast coastal areas of China. It takes only three hours or so to drive to Shenzhen or Xiamen. Shantou-Meizhou Expressway, which connects Shantou, Meizhou and the south part of Fujian, is under development. At present, the density of highway is 83 km / km2. A modern highway network has been built, in which expressways and state highways are the framework.
Aviation
Medium and big aircraft such as Boeing 737, 757 can take off and land in Shantou Airport. Annual transporting capacity totals approximately 3 million. Five international airlines from Shantou to Hong Kong, Bangkok, Singapore, Kuala Lumpur and Kuching have been operated. There are also more than 40 domestic airlines from Shantou to Beijing, Shanghai, Chongqing and other big cities in China. All airlines provide cargo transportation services.
Electricity Supply
The electricity supply of Shantou is connected with the power transmission network of Guangdong Province. Except the power supplied by the network of Guangdong Province, the local power network has an installed capacity of 1.656 million kilowatt. The annual power supply is 3.4 billion kilowatt-hours. The capacity of power supply in Shantou is sufficient.
Water Supply
Shantou has 4 waterworks with a daily supply capacity of 920,000 tons. The first phase of the No. 4 Waterworks which is designed to supply water 800, 000 tons per day, has been put into operation. With the completing of the project, water supply for the urban area shall reach 1.52 million tons per day.
Communication
Shantou has a well-developed modern communication system. The rising business such as packet-switch, data transmission and Internet has rapidly developed in Shantou. The Shantou-Guangzhou Information Superhighway, which is the first one in China, has been opened to operation. A satellite communication earth station, which is the first city-grade one in Guangdong Province, has been set up. The Europe-Asia, Sino-America and Asia-Pacific No. 2 optical cables have landed in Shantou and help the city become one of the largest international cable stations in the world.

Compilation Comments
In order to further attract and encourage foreign investment in high-tech industry, to introduce advanced applicable technologies from abroad and to strengthen abilities of internal assimilation and independent innovation, based on the former Catalogue of Chinese High-tech Products, Ministry of Science and Technology and Ministry of Commerce worked cooperatively to formulate the Catalogue of Encouraged Hi-tech Products for Foreign Investment . The Ministry of Science and Technology and the Ministry of Commerce invited specialists in various technological fields to assess and designate the high-tech products in the Catalogue. 721 items in the Catalogue of Chinese High-tech Products are selected and 196 items that have a big gap between China and abroad and that should be developed imperatively in terms of technology and equipment. The high-tech products listed in the Catalogue are classified into eleven types in accordance with technological domain. In order to direct provinces, municipalities, autonomous regions and departments concerned to conduct their work to encourage foreign investment in high-tech industry, to accelerate the pace in introducing advanced technologies from abroad, to strengthen abilities of internal assimilation and independent innovation, further improve the quality and level of foreign investment, the Ministry of Science and Technology and the Ministry of Commerce hereby worked cooperatively to formulate the Catalogue of Encouraged Hi-tech Products for Foreign Investment . Based on Catalogue of Chinese High-tech Products, taking into careful consideration high-tech products that should be developed imperatively in terms of technology or that have a big gap between China and abroad as well as requirements of national security and environmental protection, etc., going through the assessment of specialists in related fields, the Catalogue was formulated, which comprises 917 items in 11 types. Now the Catalogue is printed and distributed to you, it is hoped that governments of different levels and various departments concerned, under the guidance of the Catalogue, actively conduct work in encouraging foreign investment and create favorable conditions for the quickening development of high-tech industry. Catalogue of Encouraged Hi-tech Products for Foreign Investment
Compilation Comments
In order to further attract and encourage foreign investment in high-tech industry, to introduce advanced applicable technologies from abroad and to strengthen abilities of internal assimilation and independent innovation, based on the former Catalogue of Chinese High-tech Products, Ministry of Science and Technology and Ministry of Commerce worked cooperatively to formulate the Catalogue of Encouraged Hi-tech Products for Foreign Investment . The Ministry of Science and Technology and the Ministry of Commerce invited specialists in various technological fields to assess and designate the high-tech products in the Catalogue. 721 items in the Catalogue of Chinese High-tech Products are selected and 196 items that have a big gap between China and abroad and that should be developed imperatively in terms of technology and equipment. The high-tech products listed in the Catalogue are classified into eleven types in accordance with technological domain. They are electronics and information, software, aeronautics and astronautics, opto-mechatronics, biomedicine and medical equipment, new material, new energy and efficient energy saving, environmental protection, geospace and ocean, nuclear applied technology and modern agriculture.

4. Telecommunication Companies
4.1 Value-added services and paging services in basic telecommunication services: Foreign investments are permitted no later than Dec. 11, 2001 with the proportion of foreign investment not exceeding 30%. The proportion of foreign investment in joint venture shall not exceed 49% no later than Dec. 11. 2002, and shall be allowed to reach 50% no later than Dec. 11, 2003.
4.2 Mobile voice and data services in basic telecommunication services; Foreign investments are permitted no later than Dec. 11, 2001 with the proportion of foreign investment not exceeding 25%. The proportion of foreign investment in joint venture shall not exceed 35% no later than Dec. 11, 2002, and shall he allowed to reach 49% no later than Dec. 11,2004.
4.3 Domestic and international services in basic telecommunication services: Foreign investments will be permitted no later than Dec. 11, 2004 with the proportion of foreign investment not exceeding 25%. 5. Commodities trade, direct selling, mail-order selling. 5.1 Commission agents'' services and wholesale trade services : Foreign invested enterprises are permitted no later than Dec. 11, 2002 with foreign investment not exceeding 50%, but can not engage in the distribution of books, newspapers, magazines, pharmaceutical products, pesticides, mulching films, chemical fertilizers, processed oil and crude oil. Foreign majority ownership will be permitted no later than Dec. 11, 2003. The proportion of foreign investment can reach 50% no later than Dec. 11, 2002, and can engage in the distribution of books, newspapers and magazines. Foreign majority ownership will be permitted no later than Dee. 11, 2003. And wholly foreign-owned enterprises will be permitted no later than Dee. 11, 2004, and can engage in the distribution of pharmaceutical products, pesticides, mulching films, and processed oil. The distribution of chemical fertilizers are permitted no later than Dec. 11, 2006. Foreign investors can not take majority ownership of a Chain-store that has over 30 branch stores and engages in the distribution of automobiles , books, newspapers, magazines, pharmaceutical products, pesticides, mulching films, processed oil, chemical fertilizers, grain, vegetable oil, sugar, tobacco, cotton.
5.3 Franchising and wholesale or retail trade services away from a fixed location: Foreign invested enterprises are permitted no later than Dec. 11, 2004.
6. The distribution of audiovisual products : Foreign investments shall be permitted no later than Dee.11, 2004.
7. Goods leasing companies: Foreign majority ownership shall be permitted no later than Dec.11,2002. Wholly foreign owned enterprises shall be permitted no later than Dec. 11,2004.
8. Agencies
8.1 Ship agencies: The proportion of foreign investment shall not exceed 49%.
8.2 Freight forwarding agencies : The proportion of foreign investment shall not exceed 50% . Foreign majority ownership shall be permitted no later than Dec. 11, 2002. Wholly foreign owned enterprises shall be permitted no later than Dec. 11, 2005.
8.3 Cargo handling for foreign vessels: In forms of equity joint ventures or contractual joint ventures only
8.4 Advertising agencies: Tile proportion of foreign investment shall not exceed 49%. Foreign majority ownership shall be permitted no later than Dec. 11, 2003. Wholly foreign owned enterprises shall be permitted no later than Dec. 11, 2005.
9. Insurance
9.1 Non-life insurance companies: The proportion of foreign investments shall not exceed 51%. Wholly foreign owned enterprises shall be permitted no later than Dec. 11, 2003.
9.2 Life insurance companies: The proportion of foreign investments shall not exceed 50%.
10. Securities company, securities investment fund management companies
10.1 Securities companies: Foreign investments shall be permitted no later than Dee. 11, 2004 with the proportion of foreign investment not exceeding 1/3.
Securities investment fund management companies: The proportion of foreign investment shall not exceed 33%. The proportion of foreign investment shall be allowed to reach 49% no later than Dec. 1 1, 2004.
11. Insurance brokage companies: The proportion of foreign investment shall not exceed 50%. The proportion shall be allowed to reach 51% no later than Dec. 11, 2004. Wholly foreign owned enterprises shall be permitted no later than Dec. 11,2006.
12. Companies of inspection, verification, attestation for imported and exported goods: Foreign majority ownership shall be permitted no later than Dee. 11, 2003. Wholly foreign owned enterprises shall be permitted no later than Dee. 11, 2005.

Catalogue for the Guidance of Foreign Investment Industries
I. Notes for Catalogue of Encouraged Industries:
1. Prospecting and exploitation of oil and natural gas: In cooperation with Chinese partner only.
2. Exploitation of oil deposits with low osmosis: In cooperation with Chinese partner only.
3. Development and application of new technologies that can increase recovery factor of crude oil: In cooperation with Chinese partner only.
4. Development and application of new technologies for prospecting and exploitation of petroleum, such as geophysical prospecting, well-drilling, well-logging and downhole operation, etc.: In cooperation with Chinese partner only.
5. Manufacturing of automobile and motorcycle: The proportion of foreign investments shall not exceed 50%.
6. International liner and tramp maritime transportation business: The proportion of foreign investments shall not exceed 49%.
7. International container multi-modal transportation: The proportion of foreign investments shall not exceed 50%. Foreign majority ownership will be permitted no later than Dee. 11, 2002. Wholly foreign ownership will be permitted no later than Dec. 11, 2005.

II. Notes for Catalogue of Restricted Industries:
1. Cross-border automobile transportation companies: Foreign majority ownership will be permitted no later than Dec. 11. 2002. Wholly foreign owned enterprises will be permitted no later than Dec. 11,2004.
2. Water transportation companies.: The proportion of foreign investment shall not exceed 49%.
3. Rail freight transportation companies: The proportion of foreign investment shall not exceed 49%. Foreign majority ownership will he permitted no later than Dec. 11. 2004. Wholly foreign owned enterprises will be permitted no later than Dec, 11. 2007.
4. Telecommunication Companies
4.1 Value-added services and paging services in basic telecommunication services: Foreign investments are permitted no later than Dec. 11, 2001 with the proportion of foreign investment not exceeding 30%. The proportion of foreign investment in joint venture shall not exceed 49% no later than Dec. 11. 2002, and shall be allowed to reach 50% no later than Dec. 11, 2003.
4.2 Mobile voice and data services in basic telecommunication services; Foreign investments are permitted no later than Dec. 11, 2001 with the proportion of foreign investment not exceeding 25%. The proportion of foreign investment in joint venture shall not exceed 35% no later than Dec. 11, 2002, and shall he allowed to reach 49% no later than Dec. 11,2004.
4.3 Domestic and international services in basic telecommunication services: Foreign investments will be permitted no later than Dec. 11, 2004 with the proportion of foreign investment not exceeding 25%. The proportion of foreign investment in joint venture shall not exceed 35% no later than Dec. 11, 2006 and shall be allowed to reach 49% no later than Dec. 11, 2007.
5. Commodities trade, direct selling, mail-order selling. Internet selling, sales agent, franchising, commercial management; whole sale, retail and logistic distribution of grain, cotton, vegetable oil, sugar, pharmaceutical products, tobacco, automobile, crude oil, capital goods for agricultural production; whole sale and retail of books, newspapers, periodicals; whole sale of product nil, construction and operation of gasoline station
5.1 Commission agents'' services and wholesale trade services : Foreign invested enterprises are permitted no later than Dec. 11, 2002 with foreign investment not exceeding 50%, but can not engage in the distribution of books, newspapers, magazines, pharmaceutical products, pesticides, mulching films, chemical fertilizers, processed oil and crude oil. Foreign majority ownership will be permitted no later than Dec. 11, 2003. And wholly foreign-owned enterprises will be permitted no later than Dec. 11, 2004, and can engage in the distribution of books, newspapers, magazines, pharmaceutical products, pesticides, mulching films. The distribution of chemical fertilizers, processed oil and crude oil are permitted no later than Dec. 11,2006.
5.2 Retailing services : Foreign invested enterprises are permitted but can not engage in the distribution of books, newspapers, magazines, pharmaceutical products, pesticides, mulching films, chemical fertilizers, processed oil. The proportion of foreign investment can reach 50% no later than Dec. 11, 2002, and can engage in the distribution of books, newspapers and magazines. Foreign majority ownership will be permitted no later than Dee. 11, 2003. And wholly foreign-owned enterprises will be permitted no later than Dee. 11, 2004, and can engage in the distribution of pharmaceutical products, pesticides, mulching films, and processed oil. The distribution of chemical fertilizers are permitted no later than Dec. 11, 2006. Foreign investors can not take majority ownership of a Chain-store that has over 30 branch stores and engages in the distribution of automobiles , books, newspapers, magazines, pharmaceutical products, pesticides, mulching films, processed oil, chemical fertilizers, grain, vegetable oil, sugar, tobacco, cotton.
5.3 Franchising and wholesale or retail trade services away from a fixed location: Foreign invested enterprises are permitted no later than Dec. 11, 2004.
6. The distribution of audiovisual products : Foreign investments shall be permitted no later than Dee.11, 2004.
7. Goods leasing companies: Foreign majority ownership shall be permitted no later than Dec.11,2002. Wholly foreign owned enterprises shall be permitted no later than Dec. 11,2004.
8. Agencies
8.1 Ship agencies: The proportion of foreign investment shall not exceed 49%.
8.2 Freight forwarding agencies : The proportion of foreign investment shall not exceed 50% . Foreign majority ownership shall be permitted no later than Dec. 11, 2002. Wholly foreign owned enterprises shall be permitted no later than Dec. 11, 2005.
8.3 Cargo handling for foreign vessels: In forms of equity joint ventures or contractual joint ventures only
8.4 Advertising agencies: Tile proportion of foreign investment shall not exceed 49%. Foreign majority ownership shall be permitted no later than Dec. 11, 2003. Wholly foreign owned enterprises shall be permitted no later than Dec. 11, 2005.
9. Insurance
9.1 Non-life insurance companies: The proportion of foreign investments shall not exceed 51%. Wholly foreign owned enterprises shall be permitted no later than Dec. 11, 2003.
9.2 Life insurance companies: The proportion of foreign investments shall not exceed 50%.
10. Securities company, securities investment fund management companies
10.1 Securities companies: Foreign investments shall be permitted no later than Dee. 11, 2004 with the proportion of foreign investment not exceeding 1/3.
Securities investment fund management companies: The proportion of foreign investment shall not exceed 33%. The proportion of foreign investment shall be allowed to reach 49% no later than Dec. 1 1, 2004.
11. Insurance brokage companies: The proportion of foreign investment shall not exceed 50%. The proportion shall be allowed to reach 51% no later than Dec. 11, 2004. Wholly foreign owned enterprises shall be permitted no later than Dec. 11,2006.
12. Companies of inspection, verification, attestation for imported and exported goods: Foreign majority ownership shall be permitted no later than Dee. 11, 2003. Wholly foreign owned enterprises shall be permitted no later than Dee. 11, 2005.
